While it locks, the lock tumbler is so poorly made that it feels like it's worn out even though brand new. As for keeping gear dry, it does not.The cap leaks a significant amount of water even when standing still in the rain. If driving in the rain or in wind blown rain, it's even worse.I have taken it back to the cap dealer that sold it to me for refitment twice since it was originally installed a month ago, and it still leaks!
